Judging by the ears, this is a rabbit. Given it's in a garden it is, I suppose, a scare-rabbit. I found it in the Cascade P-Patch, an oasis of growing things next to a lovely little playground and park about a mile from the heart of downtown Seattle. All over Seattle one can find these small, community gardens, 76 in all, tucked into urban nooks and crannies, helping to make Seattle special.
